In verse 13, the "stars" that fall from heaven are actually meteors. Some hit the oceans which will cause huge tsunami's. Some will hit land causing dust particles to enter the atmosphere, thereby causing the sun & moon to not shine as bright & to appear red.
Verse 17 does NOT mean that the Wrath starts immediately in this verse. It's only an announcement that the Wrath is very near. Notice that the Wrath of GOD doesn't start until the 7th Trumpet of the 7th Seal. See Rev.16.
Remember also, the recent revelation that the 6th Seal will be opened on the Day of Pentecost the year before Jesus returns.

Why Did Peter Mention Noah in 1 Peter 3:18-22 ?
Answer: Verse 17 says it's better for us to suffer for righteousness rather than for what is wrong. In other words, we all suffer in this world, but it's better to suffer for the truth, than to suffer the judgment of GOD against us for wickedness. Then in verses 18-20 he explains that the prisoners in jail during Noah's lifetime had an opportunity to get saved & be let out of prison so that they could get on the Ark, because Noah was a preacher of righteousness (2 Peter 2:5) and therefore The Holy Breath/Spirit in verse 18 sent Noah into the prisons to warn the prisoners. But none of them accepted, none of them repented. So they all died in the flood and suffered because of their unrepentance.
Traditional Babylon teaches that these verses teach that Jesus went to hell while HE was dead, to witness to people in hell. That's so STUPID! Why would HE witness to people who are already being punished and have not opportunity to escape? Jesus was dead! He wasn't in Heaven or hell. The bible says HE was in the tomb the entire time of 3 days and 3 nights, NOT traveling back & forth to Heaven and hell.
