John was speaking to sinful people and the whole context of his statement was one of condemnation and warning! "He will baptize you with the Holy Spirit and fire" meant that GOD would consume them in the Lake of Fire!
The reason that the Holy Spirit was connected with the Lake of Fire is because GOD IS THE LAKE OF FIRE! Deut. 4:24, 9:3 Exodus 3:2, 13:21, 24:17. Isa.30:27, 33:14. Hebrews 12:29 Rev.19:20 and 2 Thes.2:8
The wicked cannot live in the presence of GOD. GOD is a consuming fire. It is the very presence of THE HOLY SPIRIT/GOD who will baptize the wicked in the LAKE of Fire.
